Indicators to support 'Developing the economy'

Developing the economy is of key importance in Bedfordshire during LTP2. Much of the work outlined in this LTP2 will contribute to developing our economy. Therefore many of the indicators under other objectives, such as those associated with improving asset management, will help monitor our success in promoting economic development. However, we have also selected two indicators, specifically to monitor our effectiveness in developing the economy. Both indicators relate to rail trips, one being a local indicator with a target and the other a supporting indicator.

We believe improved rail provision and growth in patronage is a key indicator of sustainable economic development. It is well established that, as an area develops economically, the distance travelled and number of journeys made by its population also increases. As we are seeking to limit the growth in road traffic we are hoping to increase patronage, in particular on the Marston Vale railway line, which has been established as a Community Rail Partnership.  We also hope that improved rail provision will generate more trips into Bedfordshire from outside for both business and leisure.

Patronage on the Marston Vale line (Local Indicator 4)

The Marston Vale line is very important strategically as it is the only East-West rail link in Bedfordshire. It links many rural settlements to employment centres, both in Bedford and at other points along the line (for example Amazon is located near Ridgmont station). The line also potentially provides a direct route between Milton Keynes and Bedford. In addition, there are several new tourism attractions planned along the Marston Vale corridor over the next decade. These include NIRAH and Centre Parcs and we hope that through improving the line, we will obtain the full potential in terms the prosperity that these developments could bring to the area.

Over the last 15 years there has been a steady decline in patronage on the line, associated with failing service provision. We have selected this target as we feel it is crucial now, to prevent any further decline and to preserve and improve this service for the future. It also reflects the public priority of improving the quality of, and patronage on public transport networks. We are now establishing a community rail partnership, which will give us the opportunity to make these improvements. We have assessed this target as being medium to high risk. There are significant external factors outside the LTP control and the Community Rail Partnership is a new initiative. However, the partners are very committed and enthusiastic about the project.

Journeys into Bedfordshire (Supporting indicator 1)

In contrast to trips on the Marston Vale line, journeys into Bedfordshire have been increasing steadily. We hope to maintain and ideally build on this increase during LTP2, reflecting the public priority of improving public transport services. However, we are not setting a target. Although we are working with operators and other partners to promote rail use, patronage on the main lines is, to a large extent, beyond our control. We will therefore monitor this indicator, both to provide context and a benchmark for the Marston Vale target and also to ensure that at least the current rate of patronage growth is maintained.
