Structure of this document

Our Local Transport Plan is structured as follows:

Chapter 2 outlines the policy context of this Plan.  It explains how local transport is being influenced by a wide range of national, regional and local policies.  Particularly relevant for Bedfordshire is the growing importance of regional policy, and the creation of sub-regional policy for the Milton Keynes and South Midlands area.

This is followed by Chapter 3 which examines the local context, looking at where people want to travel to, and the various transport networks that connect these locations. It then discusses the important trends and issues that emerge from these interactions.

Chapter 4 completes the picture of local transport by looking at the experience gained during the first Local Transport Plan; the choices available to improve transport; and the key messages coming from assessment and local views. The chapter concludes with the objectives of this second Local Transport Plan, taking into account all the problems and opportunities identified.

Chapter 5 is the heart of the plan. It first describes the principles underlying the choice of strategies and how they are organised, and then summarises the strategy elements that underpin the plan. This chapter also shows how the plan will deliver the shared priorities for transport.

This is followed by Chapter 6 which outlines the strategy for  delivering the programme.  It describes the overall likely availability of resources through the LTP and other sources, and shows how these will be used during the next five years to deliver our objectives.

The monitoring programme, which we will use to manage our performance is detailed in Chapter 7.  A table also provides a summary of the targets and indicators we are using to monitor progress.

The appendices include more detailed strategies and reports, and have been provided on a CD-ROM in a sleeve inside the end cover of this document. Further copies are available from the same address given above.
