Developer Contributions Policy for Bedfordshire County Council Infrastructure and Services (and County Matter Applications) towards Creating Sustainable Development in Bedfordshire

Adopted March 2007 

The adopted version of the Developer Contributions Policy document which is attached below outlines Bedfordshire County Council’s current approach, process and procedures for identifying and securing the main requirements for infrastructure arising from development proposals. The approach is in line with Government guidance on planning obligations, specifically Circular 5/05, DCLG Best Practice Guide 2006 and Audit Commission Sustainable Communities August 2006.

The document was adopted as the County Council’s approach following consultation and amendment. 

Update May 2008

Mid Bedfordshire District Council have now  prepared a Planning Obligations Supplementary Planning Document (SPD) which incorporates the County Council’s policy, but in relation to contributions for Childrens Services and Libraries. In Mid-Bedfordshire the charges are applied where there are existing needs on a standard charge/dwelling basis, with the amount varying depending on the number of bedrooms/dwelling. It was adopted by Mid Bedfordshire District Council on 20 February 2008 and became operative on 1st May 2008.  The Mid-Bedfordshire SPD and Background Paper can be found on the Mid Bedfordshire District Council web site through the following link:
