Waste Core Strategy and Site Allocation
Bedfordshire and Luton are replacing the Waste aspect of its Minerals and Waste Local Plan| with Waste Development Documents (WDD's) which consist of a Waste Core Strategy and Waste Site Allocations Plan.
The purpose of the Waste Development Plan Documents is to set out policies and proposals for waste management in line with these National and Regional Policies and Targets.
The Waste Core Strategy will set out the vision, objectives and strategy for waste development and the Waste Site Allocation Plan will identify any specific sites that are required under the Core Strategy.
Now Consulting
We are at the first stage of these documents preparation, known as the Issues and Options stage. We previously undertook consultation for both Documents in September 2007. We have since had a further 8 waste sites put forward for possible inclusion within the plan.
Before we can begin the next stage of the documents preparation, (Preferred Options), we will need to undertake public consultation on the new sites.

There was also an administrative error in the previous Issues and Options Consultation. The site operator of WSD 40 - Henlow actually proposes a capacity for the site of 250,000tpa for inert waste recycling, not 25,000 tonnes per annum as previously quoted, so we are also be consulting on this change in capacity.
The consultation period is from 28th April 2008 - 2nd June 2008
Next stage for the Waste Development Plan Documents
Following this consultation we will be preparing the Preferred Options consulation documents. This is anticipated to be July 2008.

Issues and Options
The Issues and Options Paper below was the first major stage in the preparation of the waste documents following on from the initial issues scoping report. The paper has been divided into two parts, the first sets out policy issues, which will be used to inform the Core Strategy Development Plan Document. The second part of the document sets out a portfolio of potential new sites for waste management facilities. These sites have been nominated by waste operators and landowners in the County, and there is no presumption at this stage whether or not any particular site is suitable or otherwise for future waste management facilities. We have been seeking responses on both the policy issues and the potential sites.
There was a nine week period of consultation on the Issues and Options papers for the Waste Development Documents (WDD’s) in which representations were made. The consultation period closed on 30th November 2007. We are now assessing these initial responses. The Issues and Options documents can be viewed by following the links below.

Previous Work - Initial Waste Paper
We produced and consulted on an Initial Waste Paper to help and inform the Issues and Options Paper. It asked whether the areas we had idenitified were correct, and whether there were any other matters that we should be addressing. At this stage all we wanted to do was make sure that we had the scope of the issues correct. We then worked up the issues in more detail once we were confident that we had them all correctly identified.

Sustainability Appraisal for Waste Development Plan Documents
The Sustainability Appraisal for the Waste Development Plan Documents is being undertaken by Independant consultants Environ in association with CAG Consultants.
The scoping of sustainability issues for waste planning in Bedfordshire and Luton has been completed following a review of a range of relevant strategy documents and other economic, social and environmental information within the region. In addition, a scoping workshop involving a wide range of stakeholders was held on 17 May 2007 and a number of completed scoping questionnaires were returned.
Following this Scoping workshop work began on the Sustainability appraisal of the issues and options, and the sites put forward. As part of that process, a series of public consultation workshops were held around the County during October-November 2007.

Data Protection Act
The information that you provide will be processed by Bedfordshire County Council and Luton Borough Council and its agents, in accordance with the Data Protection Act 1998. This will contribute to the Joint Minerals and Waste Development Framework and other statutory land use and transportation planning functions. To comply with The Town and Country Planning (Local Development) (England) Regulations 2004, the authorities may need to make all comments submitted available for public inspection.
