Bedfordshire County Council and Luton Borough Council have appointed an independent team of consultants to carry out this work. The team is led by ENVIRON| (opens in new window) and also includes CAG Consultants| (opens in new window) and The Centre for Sustainability| (opens in new window) (C4S).
