The full content of John Ross QC's talk on Corporate Manslaughter is available in the Presentation notes. However, he left attendees with some poignant guidance essential to any large organisation:
-
Determine who can be considered a senior manager
-
Assess the competency of your senior managers
-
Assign ownership of the Heath & Safety and Risk Management programmes for your organisation
-
Ensure that your Health & Safety and Risk Management programmes are compliant with all regulations, and implemented
-
Ensure that trainers are competent in the subject that they train in
-
Training should focus on avoiding undue risk to the activity
-
Contractors should be vetted robustly, ensuring that they are competent and aware of their duties
-
Implement a monitoring review and audit of the process
-
Ensure that responsibility at all levels is established
-
Consider how to promote a staff safety culture, which could include things like training, Health & Safety monitoring KPIs, etc.
-
For individuals, know whether your Job Description includes Health & Safety responsibilities. If you are not sure, get an answer in writing. If it does, you must ensure that the Risk Management and Risk Assessment processes and have been carried out and records are in tact – for your own protection.
And above all, ensure that you have clear evidence of the steps you have taken. If something serious happens, you will need a clear audit trail to support your case in court.

Road Safety Driving Assessments
If you would like to learn how well you drive, or improve your driving techniques, the Road Safety Team can provide driving assessments. A typical driving assessment consists of a minimum of 10 minutes pre-start checks, 60 minutes of driving and advice and a 20-minute debrief for £35 based on starting out from County Hall, Bedford. Assessments from remote locations can be done on negotiation of price. Each person receives a checklist covering approximately 100 possible driving faults and their ability at each of these skill levels. For failures, you will also receive a full written failure report. Each person also receives a road safety pack of useful information and a road safety book. Should a person fail a full driver assessment day be required, the Road Safety team can supply a quote for this service.
For further details or to sign up for a Driving Assessment, contact Bill Brady from the Road Safety Team at bill.brady@bedscc.gov.uk| or 01234 228627.
